What a real commercial roof maintenance program includes

A legitimate program is scheduled, documented and repair-inclusive to a defined limit. Miss any of those three and you bought a clipboard visit.

Semi-annual inspections, timed to Wisconsin's seasons

Two visits a year is the floor: spring and fall. Spring catches what freeze-thaw did, because water that got into a seam in November expanded and contracted dozens of times by March. Fall matters even more here, since a clogged drain going into December becomes ice load you cannot reach.

Heavy rooftop traffic, kitchen grease exhaust or a lot of HVAC service usually justifies quarterly visits. In our experience, rooftop trade traffic causes more punctures on the roofs we service than storms do. Tool bags, dropped screws, dragged condensers, cigarette burns.

Drain, scupper and gutter clearing

Trapped standing water is the failure mode behind more low-slope repairs than anything else we see. Every visit should include physically clearing drains, strainers, scuppers and gutters, and flagging any area still holding water 48 hours after rain.

Seam, flashing and penetration checks

This is where roofs actually fail, not in the middle of the field:

  • Heat-welded TPO and PVC seams, plus mechanically fastened seam lines
  • EPDM lap seams, especially older adhesive and early seam tape, and shrinkage pulling at corners and curbs
  • Base flashings at parapet walls and curbs
  • Blisters, alligatoring and open laps on built-up and modified bitumen
  • Pipe boots, gas lines and conduit supports
  • HVAC curbs and condensate lines
  • Skylights, hatches and edge metal terminations
  • Pitch pans (the ones nobody has topped off in nine years)

Minor repairs included, with a clear stopping line

A good contract includes a defined allowance of minor repair labor and materials per visit: sealant renewal, small patches, re-securing flashing, resetting a loose termination bar. Anything larger gets quoted before work starts. Vague language here is exactly where property managers get surprise invoices.

A documented photo report

Every visit should produce a dated report with photos, locations marked on a roof plan, deficiencies described and priorities assigned. No report, no program. Documentation is half of what you are paying for.

Emergency response, with the billing spelled out

We run 24-hour emergency response. For program clients we commit to an emergency dry-in response within 24 hours of your call, and routine service calls scheduled within five business days. The honest exception is a widespread hail or wind event, when every phone in Dane County rings at once and we triage by severity.

Here is the part most contracts leave fuzzy. In our program agreements, emergency dry-in labor and materials draw against your annual repair allowance first. Anything past the allowance is billed at your contracted program rate, not an after-hours premium. Get that in writing from whoever you hire. "Emergency response included" with no billing language attached is how a $2,800 invoice shows up in February.

About that reactive leak line: the number that matters is not the single invoice, it is how many of them you pay. When we take over a roof that has never had a program, it is common to find three, four, five separate repair invoices on the same roof over a few years, each one chasing the interior drip instead of finding the actual entry point twenty feet away. Owners routinely spend more on failed guesses than a decade of scheduled maintenance would have cost.

On coatings, ask what is in the number. A thin single-coat acrylic on a sound roof sits at the low end. The scope we normally recommend, substrate and seam repair, wet insulation cut out and replaced, reinforcing fabric at seams and penetrations, then a two-coat silicone system at full mil thickness, lands mid-range or higher. If you are holding a $2 per square foot quote, ask for the mil thickness and whether wet insulation replacement is included. Usually it is not.

Run a 20,000 square foot roof through the table. Maintenance is about $1,000-$3,000 a year. Replacement is about $160,000-$360,000, and a mid-case single-ply job (one tear-off layer, new polyiso to code R-value, standard access) lands around $220,000-$260,000.

Five years of maintenance is roughly $5,000-$15,000. If that program buys five extra years on a serviceable roof, you deferred a quarter-million-dollar capital project for the price of a decent HVAC repair. The savings nobody puts in the spreadsheet: tenant disruption, interior repairs, ruined inventory and the mold remediation conversation.

Why deferred maintenance is the most expensive choice on a flat roof

Because flat roofs fail invisibly for years before they leak visibly. The chain we cut open in core samples looks like this:

  1. A seam or flashing detail opens, sometimes less than an inch.
  2. Water enters the insulation and wicks sideways, sometimes 20 or 30 feet from the entry point.
  3. Saturated polyiso loses R-value, so heating bills climb and nobody knows why.
  4. Freeze-thaw turns trapped water into an expansion machine, delaminating facers and loosening fasteners.
  5. Steel deck corrodes. Wood deck rots. Now it is structural.
  6. Water finally shows up inside, far from the breach, and a $600 seam repair has become a tear-off.

On the roofs we have opened up around here, that progression usually runs three to six years. A twice-a-year walk catches it at step one.

Two east-side buildings, same vintage, tell the story. We do not publish client addresses, so details stay general. The first is a mechanically fastened TPO warehouse roof from the late 2000s, about 34,000 square feet, on a program. A spring inspection found a split in the curb flashing on one rooftop unit, invisible from the ground and from inside. Core cuts showed wet insulation across a few hundred square feet. Flashing rebuild plus insulation replacement came in under $5,000 and the rest of the roof still had years of life.

The second building, similar age, no program. First anyone knew was water on racking. Infrared showed moisture across a large share of the field. Full tear-off, on the owner's worst possible timeline, out of a budget cycle that had not planned for it. You can see the kind of commercial work we document in our recent projects.

If you have a roof you honestly have not looked at since the last time it leaked, that is the roof worth assessing. It costs nothing to find out where you stand, and we do not pitch replacement on a roof that does not need it. EPDM, ballasted and gravel-surfaced roofs are different

Plenty of Madison-area commercial buildings from the 1980s through the 2000s are sitting on black EPDM, and a lot of those are ballasted. If that is you, a generic program written for TPO will not serve you.

EPDM. The membrane itself often outlives its seams. Early adhesive laps and first-generation seam tape are what open up, and aging EPDM shrinks, which pulls at corners, curbs and termination bars. On an EPDM program the inspection focus shifts to lap probing, corner details and flashing pull rather than weld quality.

Ballasted and gravel-surfaced roofs. You cannot see the membrane, which changes everything. Inspection means moving stone in sample areas, checking drain sumps that are usually buried, and looking for ballast displacement and scour after wind events. Core cuts take longer because the ballast has to come off and go back. Gravel-surfaced built-up needs spudding at the test area. Infrared scans read differently through stone, so moisture surveys often need nuclear or capacitance testing instead.

Expect to pay at the upper end of the per-square-foot range on these roofs. The work is genuinely slower. Anyone quoting a ballasted roof at the same rate as bare TPO is either not moving stone or not planning to.

Snow, ice and load: winter on a Madison flat roof

Snow removal is almost never included in a standard maintenance program. It is a separate scope with separate pricing, and any honest contract will state that plainly.

It still belongs in your winter plan:

  • Drifting. Snow does not sit evenly. It piles behind parapets, mechanical screens and against higher adjacent walls, concentrating load exactly where flashings are.
  • Ponding plus snow is a structural question. A wet late-season snow over an area that already holds water gets heavy fast. Known ponding, sagging deck or new noises means a structural engineer, not a shovel.
  • Do not let untrained staff shovel a membrane. Metal shovels, ice chippers and salt do real damage. We repair punctured membrane from well-intentioned shoveling every winter. If snow has to come off, it comes off with plastic tools, above a layer left in place, by people who know where the drains and curbs are.

Keep drains and scuppers clear going into winter so meltwater has somewhere to go on the January thaw days. Cheapest winter insurance there is.

Roof coatings and restoration: the honest middle option

Coatings are real, and they are also the most oversold product in commercial roofing. A silicone or acrylic restoration system can add meaningful service life to a membrane that is weathered but dry and structurally sound, at a fraction of a tear-off.

What a coating cannot do:

  • Dry out saturated insulation. It seals the water in.
  • Fix seams failing over wet substrate.
  • Correct ponding or a deck problem.
  • Substitute for code-required R-value if your building needs an insulation upgrade.

The tell for a bad coating pitch: no core cuts, no moisture survey, no substrate repair scope, and a "10 year warranty" on a roof nobody verified was dry. Spraying over wet insulation buys two or three years, then you pay for the tear-off anyway plus the coating.

How maintenance protects your manufacturer warranty

Most manufacturer NDL (no dollar limit) warranties put maintenance and housekeeping obligations on the building owner, require prompt reporting and repair of damage, and some require documented periodic inspections. Terms vary by manufacturer and by the exact document you signed, so pull yours and read the owner obligations section.

What we see in the field: when a claim gets pushed back, it is often because nobody can produce records showing the roof was inspected and maintained. Clogged drains, unrepaired HVAC-contractor punctures and rooftop grease are classic exclusions.

Do repairs have to be done by the original installer? Usually not. Most warranties require approved materials and, for many systems, a manufacturer-authorized applicator. That is different from being locked to one company. We check the warranty language first and coordinate with the manufacturer's field rep when needed, so your repair gets logged instead of voiding coverage.

Will you service a roof someone else installed? Yes, routinely. Most of the commercial roofs we maintain in Dane County were installed by somebody else. Taking on a program does not void anything, though we document existing conditions honestly on day one so nobody later blames us for a pre-existing defect.

When you compare bidders, ask each one for a current manufacturer authorization letter for your specific system (Carlisle, Elevate, GAF, Duro-Last, whoever made your membrane) and a current certificate of insurance. On the steep-slope side we hold GAF Master Elite certification, the kind of credential you should make any roofer put on paper. We carry general liability and workers' compensation coverage and provide a COI before any crew steps on your property.

Who pays, and how it hits your books

Landlord vs. tenant under NNN and gross leases

Read the lease before you budget. In most triple-net leases, roof maintenance and repairs are a passthrough operating expense the tenant reimburses, while replacement is a capital item the landlord carries, sometimes amortized back. In a gross lease, ownership usually eats all of it.

Where it gets ugly is leak damage. The roof repair and the tenant's damaged inventory or finishes are often two different responsibilities under two different policies. A documented program with dated photo reports is the best tool for settling that fast, because it shows whether the condition was known, reported and acted on.

Operating expense vs. capital improvement

Generally, routine roof maintenance and repairs are deductible operating expenses in the year incurred. A full replacement is capitalized and depreciated, though certain nonresidential roof work can be eligible for Section 179 expensing. That difference is often what gets a program approved: it hits this year's operating budget instead of the capital request queue. Confirm treatment with your CPA. We are roofers, not accountants.

Your property insurance carrier cares now

Commercial carriers have gotten aggressive about roof age and condition at renewal, and many now inspect. A written condition report with remaining-life estimates and documented repairs helps at underwriting and can head off a coverage restriction or a surprise exclusion. We will not promise a premium reduction, but we have watched documentation keep policies from getting rewritten.

How to compare maintenance contracts

Bids look identical until you read scope. Line them up on these:

  • Visit frequency and season. Two visits, or one "annual service" call?
  • Included repair allowance. Dollar or hour cap per visit, and what counts as minor.
  • Exclusions. Ponding correction, insulation replacement, storm damage, third-party punctures, snow removal and neglect are commonly excluded. Know which.
  • Response times, in writing. Actual hours for emergency, actual days for routine. Ours is 24 hours for emergency dry-in and five business days routine.
  • After-hours billing. Does an emergency call draw from the repair allowance, or arrive as a separate premium invoice?
  • Drain clearing. Included or extra? Excluded more often than you would guess.
  • Reporting. Photo report standard, or on request for a fee?
  • Roof type competence. For EPDM, ballasted or gravel roofs, ask specifically how they inspect under the surfacing.
  • Who does the work. Their own crews, or a sub you never see twice? Ask who your lead tech will be and whether it is the same person next year.
  • Credentials. Manufacturer authorization for your system, COI, safety program.
  • Term, escalation and exit. Multi-year terms are fine if the annual increase is defined. Get a cancellation clause in writing.
  • What happens if part of the roof gets replaced mid-term. This one gets skipped and it costs owners money.

On that last point, here is how we handle it. If you replace or phase out a section, the annual fee recalculates by square footage on the remaining serviced area, effective the next scheduled visit rather than waiting for the anniversary. The new section moves onto its own manufacturer-required inspection schedule instead of quietly drawing down the old repair allowance, and we note the split in the report so your board packet shows two roof ages, not one blended guess. If the whole roof gets replaced, the program ends and unused fee prorates back. You should never pay to maintain a roof that no longer exists.

And the obvious one: the free assessment should obligate you to nothing. Ours does not. You get the report whether you hire us or not.

When a maintenance program is not worth it

When the roof is at end of life, a maintenance contract just finances the inevitable in small installments. We will tell you that.

Signs you are there:

  • Multiple leaks a year in different locations
  • Widespread saturated insulation confirmed by core cuts or a moisture survey
  • Membrane that is brittle, crazed or shrinking at the perimeter, seams opening on their own
  • Fasteners backing out across the field
  • 25-plus years on a single-ply or built-up system with no documented history

At that point the honest move is to build a replacement budget. Practical ways owners here fund it:

  • Phase by roof section across two or three fiscal years, worst section first, so no single year takes the whole hit.
  • Fund a capital reserve using the remaining-life numbers in your condition report, far easier to defend to a board than an emergency ask.
  • Ask about incentives before you bid. Focus on Energy administers commercial energy efficiency incentives in Wisconsin, and Wisconsin PACE financing is available in participating counties for qualifying energy improvements, which can include roof insulation upgrades. Program terms and eligibility change, so verify current rules with the program administrator before you count on the money.
  • Manufacturer or lender financing on larger single-ply and metal projects, which turns a capital shock into a predictable payment.

Do I have to use the original installer to keep the warranty valid?
Usually no. We service roofs installed by other contractors regularly and will coordinate with the manufacturer's field rep when the roof is still under warranty.
Is a roof coating a real alternative to replacement?
Sometimes, on the right roof. A silicone or acrylic restoration system can add service life to a membrane that is weathered but structurally sound and dry underneath. It is not a fix for saturated insulation, failing seams over wet substrate, or a deck problem. If a salesperson wants to spray a roof without core cuts or an infrared moisture scan first, you are buying a warranty on a wet roof and you will pay for that roof twice.
Can't my own building engineer just clear the drains and walk the roof?
Your engineer should absolutely clear drains and report standing water, and it genuinely lowers your cost. What in-house staff usually cannot do is identify an early seam or flashing failure, cut and patch a core sample correctly, document findings in a format a manufacturer or a board will accept, or make a warranty-compliant repair with approved materials. Split the work: staff handles housekeeping between visits, a roofing contractor handles the technical inspection, repairs and paperwork.
Is the maintenance program an expense or a capital improvement for tax purposes?
Generally, routine maintenance and repairs on a commercial building are treated as a deductible operating expense in the year incurred, while a full roof replacement is a capital improvement that gets depreciated, though certain nonresidential roof work may be eligible for Section 179 expensing.
