Lifespan depends far more on drainage, flashing details and whether anyone inspects it twice a year than on the brand printed on the roll.

Commercial modified bitumen roofing (mod-bit) is a multi-ply asphalt membrane system: a base sheet plus one or two cap sheets, each layer bonded to the last, and on a Madison, WI flat roof the reason to choose it is redundancy. Puncture a single-ply membrane and you have a leak. Scuff a two-ply mod-bit and you still have a full layer of asphalt membrane underneath.
That is the short answer. The longer answer is that mod-bit is not automatically the right call anymore, and any contractor who says it always is has one system on the truck.
What modified bitumen actually is
Mod-bit is the modern descendant of built-up roofing (BUR, the old "tar and gravel" roof). Instead of mopping four or five plies of felt in hot asphalt, manufacturers modify asphalt with polymers so it stays flexible, then roll it into factory-made sheets with consistent thickness.
Two families:
- SBS (styrene-butadiene-styrene). Rubberized asphalt. Stays pliable at 10 below in January and still moves when the deck expands in July. This is what belongs on Wisconsin buildings.
- APP (atactic polypropylene). Plastic-modified, stiffer, more UV-stable, torch-applied. Common in hot southern climates, less graceful through cold cycling. We rarely spec it here.
The cap layer is either granulated (mineral surface, built-in UV protection, walkable) or smooth (meant to be coated).
Four ways it gets attached
Attachment method drives fire risk, odor, and how much your tenants notice the job.
- Torch-applied (torch-down). Propane torch melts the back of the roll. Fast and strong, with real fire risk. Requires a hot-work permit, a fire watch, and no-torch zones at parapets and combustible walls.
- Hot asphalt. Traditional, still used on big decks. Kettle, smoke, odor. A tough sell on an occupied clinic or office.
- Cold adhesive. No flame, excellent laps, slower, temperature-sensitive.
- Self-adhered (peel-and-stick). Liner off, sheet down. No flame, no kettle, low odor. Our default on schools, churches, clinics and anything occupied during construction.
Where mod-bit still beats single-ply
Mod-bit wins on roofs that take abuse:
- High-traffic roofs. Grocery, restaurants, manufacturing, anywhere techs are up monthly servicing RTUs and refrigeration. A granulated cap sheet shrugs off boots and dropped tools. A 45-mil single-ply does not.
- Roofs with many penetrations. Every curb, vent, conduit rack and pitch pocket is a leak candidate. Asphalt flashing conforms to odd shapes and lets us build multiple layers at each detail.
- Tapered insulation systems. Crickets, valleys and transitions built to kill ponding are cleaner in mod-bit.
- Complicated parapets and perimeters. Older buildings near the isthmus and along East Washington are full of them.
- Buildings where a leak is catastrophic. Server rooms, dental and medical suites, warehoused inventory. Two plies buy you a second line of defense.

Honest comparison: mod-bit vs TPO, EPDM and PVC
No system wins everything. The real trade-offs:
Modified bitumen. Best puncture and traffic resistance of the four. Redundant plies. Durable flashing details that are simple to repair years later. Downsides: higher installed cost, longer install, dark granulated surface absorbs heat, and torch versions carry fire risk.
TPO. Usually the lowest cost per square foot, white and highly reflective, heat-welded seams that are genuinely strong. Single layer, so a puncture is a leak. Quality varies a lot between 45, 60 and 80 mil and between manufacturers.
EPDM. Excellent cold flexibility and a long upper-Midwest track record. Usually black. Adhesive seams need attention over time. Grease and solvents attack it, which rules it out over restaurant exhaust.
PVC. Best grease and chemical resistance, welded seams, reflective. Highest single-ply material cost. Cheap PVC can get brittle as plasticizers migrate.
Our commercial roofing team specs all four. We are not paid to push one membrane.
The decision box
- Heavy foot traffic, many penetrations, or a tapered system? Two-ply SBS mod-bit.
- Big open deck, few curbs, cooling costs matter, tight budget? TPO or PVC.
- Restaurant or food processing with grease exhaust? PVC, or mod-bit with a cap sheet the manufacturer specifically rates for hydrocarbon exposure (not just a heavier granule), plus a sacrificial grease-catch mat or pan under each exhaust fan that you replace instead of the roof. Not EPDM.
- Occupied building, no open flame, still want redundancy? Self-adhered SBS mod-bit.
- Already carrying two roof coverings? Full tear-off, and then every system is back on the table.

Modified bitumen roofing in Madison, WI: freeze-thaw, snow load and wind uplift
This is where SBS earns its money. South-central Wisconsin runs a roof through dozens of freeze-thaw cycles a season, plus 40-degree February afternoons that drop to single digits overnight. Rigid materials crack under that. Rubberized SBS moves with it.
Snow load is the second half. Dane County design snow loads plus drifting behind parapets and mechanical screens create two classic failures:
- Standing water at drains and scuppers on a dead-flat deck. Ice forms in the low spot, then works into a lap.
- Ice damming at parapet transitions and roof edges, usually on buildings leaking heat through the deck.
We fix those with tapered polyiso and crickets, reinforced multi-layer flashing at every parapet and curb, and proper drain sump detailing. That is detail work, not product selection, and it is exactly where a cheap bid saves its money.
Wind uplift, and why parapet-heavy buildings need more fasteners
Uplift pressure is not uniform across a roof. Corners take the highest suction, then perimeters, then the field. So codes and manufacturers require a denser fastening pattern (and often wider corner zones) at the edges and corners, plus edge metal rated to ANSI/SPRI ES-1. Almost every blow-off we get called to started at a corner or an unsecured edge, not in the middle.
That matters more on isthmus and downtown buildings, where tall parapets and neighboring structures create turbulence and pressure spikes. If a bid says "fastened per manufacturer" with no perimeter and corner detail, ask what wind speed and exposure it was designed to.
Hail and wind on a flat roof
Mod-bit handles hail better than most systems, but hail still strips granules, bruises membrane over soft insulation, and splits aging laps. Flat-roof storm damage is easy to miss because nothing looks broken from the parking lot. Our hail and storm damage restoration crews document it and meet your adjuster on the roof.
On the "my carrier will just call it wear and tear" worry: that is a real risk, and it is usually won or lost on documentation. Date of loss, test squares, photos of granule loss and bruising, moisture scans, and someone standing next to the adjuster explaining what they are looking at. Talk to your agent about your specific policy before you file.
Three Madison-area jobs, and what they taught us
1960s masonry warehouse off East Washington, roughly 18,000 sf, summer 2022. Two existing coverings. Cores came back saturated at about 40% of our test cuts, so a recover was off the table by code and by common sense. Full tear-off to steel deck, new tapered polyiso to move water to two interior drains, two-ply self-adhered SBS. Building stayed occupied, no torch, no kettle.
1990s Beltline-area strip retail, roughly 11,000 sf, spring 2023. Fourteen rooftop units and two restaurant tenants with grease exhaust. The existing TPO had been punctured repeatedly by service techs and patched five different ways. We went two-ply granulated SBS, a cap rated for hydrocarbon exposure under the exhaust fans, catch pans at each fan, and walk pads to every unit. The walk pads were the cheapest line item and probably the most valuable.
Near-east-side church, roughly 6,500 sf low-slope over a wood deck, phased across the 2021 and 2022 seasons. Combustible deck plus an occupied sanctuary meant no torch, period. Self-adhered two-ply, split so it fit two budget years instead of blowing up one.

Recover or tear off: what the code actually says
Wisconsin's commercial construction rules live in Wis. Admin. Code chs. SPS 361-366, which adopt the International Building Code and IEBC re-roofing provisions. In practice: no more than two roof coverings, and removal is required regardless of layer count when the existing roof is water-soaked, deteriorated, or when the roof and deck cannot be verified as sound. Your local building inspector, City of Madison Building Inspection in much of our work, has final authority.
So before we quote, we do this:
- Cut cores in several locations to count layers and check for wet insulation
- Verify deck type and condition, and confirm the structure can carry a recover's added dead load plus snow
- Moisture-scan or probe suspect areas around drains, curbs and low spots
If cores come back wet, the estimate changes, and we tell you before you sign, not after. We quote both recover and tear-off when the outcome is genuinely uncertain.
Insulation and the energy code (the R-value number)
When you replace a roof and expose or replace insulation, roof R-value comes into play through SPS 363, which currently adopts the 2015 IECC (with ASHRAE 90.1-2013 as an alternate compliance path). Most of south-central Wisconsin is climate zone 6, and IECC 2015 Table C402.1.3 puts insulation entirely above deck at R-30ci for that zone. Confirm the edition in force with your inspector at permit time, since the department updates adoptions periodically.
Here is the part owners are often told wrong: cool-roof reflectance mandates are aimed at hot climates, not zone 6. A dark granulated cap sheet is code-compliant in Madison. Reflectivity is a utility-bill and membrane-temperature decision, not a compliance one. If you carry a big summer cooling load, a white coating over a smooth cap or added insulation may pay you back. If your building is mostly heating load, the dark cap is not hurting you. Check current Focus on Energy offerings before you finalize the insulation package.

Warranty: NDL vs material-only, and who is actually approved
Material-only warranty. The manufacturer replaces defective membrane. Labor, tear-off, interior damage: yours. Common, cheap, weaker than owners assume.
- Manufacturer NDL (no dollar limit) warranty. Covers labor and material to repair leaks up to the value of the roof, typically 10, 15 or 20 years depending on the assembly. NDL requires a manufacturer-approved applicator, an approved system (their base sheet, cap, insulation, fasteners), and usually a final inspection by a manufacturer rep.
- Contractor workmanship warranty. Covers installation defects. Ours is issued in writing with the job, term stated before you sign.
The practical value of NDL: if the contractor closes its doors, the manufacturer still stands behind the system. Ask every bidder for the current certification letter naming them as approved for the specific manufacturer and system in their proposal, and ask us for ours on the low-slope system we spec for your building.
To be plain about credentials: our GAF Master Elite status is a steep-slope shingle credential, not a mod-bit one. It is relevant here only because the same crew leads and the same QC checklist run our commercial work, and because it shows what a manufacturer audit of our installs and insurance looks like. For your flat roof, the letter that matters is the low-slope approved-applicator letter, and you should hold us to producing it.
What voids warranties in real life:
- Unapproved rooftop work. A cable or HVAC contractor cutting the membrane without telling anyone is the number one killer.
- Clogged drains and standing water left to sit
- Skipped maintenance and inspections, with no documentation
- Mixing manufacturers within the assembly
- New penetrations flashed by whoever was cheapest that week
Put a rule in your tenant and vendor agreements: nobody touches the roof without the roofing contractor.
Realistic installed cost, lifespan and a maintenance program
These ranges come from our own Dane County and south-central Wisconsin commercial bids over the past couple of seasons, mostly on roofs 8,000 sf and up. Planning numbers, not quotes.
- Two-ply SBS mod-bit, full tear-off, new insulation: commonly $9-$16 per square foot
- Two-ply mod-bit recover over sound existing roofing: commonly $7-$12 per square foot
- Single-ply TPO or EPDM, comparable scope: commonly $6-$12 per square foot
Low end: easy ground-level access, simple rectangle, few curbs, one existing layer, summer scheduling. High end: tapered insulation, wet insulation found during coring, crane or hoist access, dozens of penetrations, code R-value upgrades, downtown staging, off-hours work.
Lifespan: 20-25 years for a well-built two-ply, longer for a maintained three-ply. A reflective coating at year 12-15 on a sound, dry roof can extend service life.
Yes, we offer a maintenance agreement
Since maintenance is what actually decides whether you get 11 years or 25, we sell it as a program rather than hoping you remember. A typical agreement includes two visits a year (spring and fall), drains and scuppers cleared, laps and flashings probed rather than eyeballed, pitch pocket sealant refreshed, minor repairs handled on the spot, and a dated photo report you can hand to the manufacturer if a warranty claim ever comes up.
Cost varies with size and penetration count. On the roofs we service it commonly lands from a few hundred dollars a year on a small, simple roof to roughly $0.05-$0.12 per square foot annually on larger, curb-heavy roofs. Cheap compared to one saturated insulation replacement.
What a project looks like on your site, and who carries the risk
Duration. Roughly 10-15 working days for a 20,000 sf tear-off with new insulation and two-ply mod-bit. We open only what we can dry in that day and water-cut the edges each evening.
- Weather. Rain and cold shut membrane work down. Expect float days, and expect a phone call the morning we lose one.
- Noise. Tear-off and mechanical fastening are the loud parts. Tell us where the conference room or exam suite is and we sequence away from it.
- Odor. Self-adhered is quietest. Cold adhesive has some solvent smell. Kettles and torching are strongest, which is why we avoid them over occupied medical and office space. If an RTU pulls outside air near the work, we coordinate shutdowns with your HVAC vendor.
- Hot work. If torching or a kettle is in scope: hot-work permit with the local fire authority, dedicated fire watch during and after work, extinguishers staged, no-torch zones in the plan. We pull the permit and hold it. Never accept a vague answer here.
- Staging. Dumpster and material placement, hoist or crane pick, sometimes a parking-lane or sidewalk permit downtown. Mapped with you before mobilization.
If it rains mid-tear-off, that is our problem
Straight answer, because owners ask and few contractors say it out loud. We carry general liability and workers' comp, and our GL covers water intrusion caused by our open work during construction. We will name your entity as additional insured on request and hand you the certificates with limits shown before we mobilize.
In practice that means nightly water cutoffs at every open edge, poly and tarps over racking, inventory, sensitive equipment and finished tenant space below the section we are open on, and a daily heads-up to tenants about which bay we are over. If water comes through work we opened, it is our claim, not your building policy's deductible.
The one thing we cannot absorb is a pre-existing leak in an area we have not touched yet, which is why we photograph and document interior conditions before day one.
Payment terms and budgeting a five- or six-figure roof
Deposit. A material deposit at order, commonly 10-30% depending on the size of the material buy. We do not ask for half the job up front, and you should be wary of anyone who does.
- Progress billing. Monthly or by completed roof section against a schedule of values, with retainage if your lender or board requires it.
- Final payment. After the manufacturer's inspection and your walkthrough punch list, not before.
- Financing. Available options are worth a conversation at the assessment. We also supply the scope, photos, core results and cost breakdown your bank, board or condo association needs to approve the spend.
- Phasing. Most commercial roofs are several areas of different ages. Replace the worst section this year, the next in the following budget cycle, and keep interim areas alive with honest repairs (only worthwhile when the field membrane and insulation are dry).
- Insurance coordination. If there is a documented storm damage loss, getting the roof scoped correctly before the adjuster leaves is worth far more than arguing in month three.
How to compare two bids that are $40,000 apart
Nine times out of ten the gap is scope, not greed. Line these up:
- Tear-off or recover, and how many existing layers each bidder assumed
- Coring included, and the written unit price if wet insulation shows up
- Insulation type and R-value, and whether tapered insulation and crickets are included
- Number of plies and the exact base sheet and cap sheet products
- Fastening pattern and wind uplift design, including enhanced perimeter and corner fastening and ES-1 rated edge metal
- Flashing scope: every curb, drain, scupper, pipe boot and parapet called out, not "as needed"
- Warranty type and term, plus the approved-applicator certification letter
- Hot-work permit and fire-watch responsibility
- Certificates of GL and workers' comp with limits, and additional insured status
- Whose crew is actually on the roof, and whether a sub carries its own coverage
- Walk pads, drain retrofits and disposal, included or excluded
A bidder who gets annoyed by this list is telling you something useful.
