Hiring a commercial exterior contractor in Madison is a different animal than hiring a roofer for your house. You are buying a building envelope and a promise that somebody will still be around in year 14 of a 20-year warranty, not a product off a shelf.
To be clear about scope: this page covers the exterior trades we actually work in. Low-slope and metal roofing, drainage, cladding and siding, soffit, fascia, coping, flashings, and sealants. Not electrical, not mechanical, not interior build-out.
Below is what that scope should include, what it costs in this market, where a low bid hides money, how to keep tenants happy while it happens, and the paperwork that separates a real commercial roofing contractor in Dane County from a residential crew with a bigger truck. We have run exterior work out of Madison since 1979, and a lot of this comes from cleaning up after decisions that looked fine on paper.
What a commercial exterior scope actually includes
A commercial exterior scope is the whole water-management system on your building, not just the roof field. When one piece gets bid and the rest gets ignored, the leak just moves.
- Low-slope roofing. TPO, EPDM, or modified bitumen over insulation, plus cover board, fasteners or adhesive, and a vapor retarder where the building calls for one. Membrane thickness is a real durability difference in a hail market (45-mil vs 60-mil vs 80-mil).
- Steep-slope and metal. Standing seam, exposed-fastener panels, or architectural shingles on mansards, entries, and pitched sections. Panel gauge, clip type, and thermal movement allowance are the details that fail.
- Drainage. Internal drains, overflow scuppers, gutters, downspouts, and where water goes after it leaves the building. Undersized drainage is the most common design flaw we find on 1980s and 1990s Madison buildings.
- Cladding. Metal panel, EIFS, fiber cement, brick veneer repair, and the joints between systems. Wall failures cause interior damage that gets blamed on the roof constantly.
- Soffit, fascia, coping, and edge metal. Wind uplift starts at the edge. ANSI/SPRI ES-1 compliant edge metal is not optional on a warranted low-slope system.
- Flashings, penetrations, and sealants. Curbs, HVAC units, vents, pipe boots, expansion joints, through-wall flashings. Nearly every leak we chase starts at a penetration or a termination, and those details are a small fraction of the bid dollars.
If a proposal prices the flat field and calls the rest "as needed," you are going to get change orders.
What commercial roofing costs in the Madison area
Owners want a budgeting anchor, so here are honest planning ranges for Dane County work. These are not quotes, and any building can fall outside them.
- 60-mil mechanically fastened TPO, tear-off plus code insulation: roughly $9-$14 per square foot ($900-$1,400 per square)

What moves you inside that range: how many existing layers come off, deck condition, insulation R-value required by current energy code, tapered fill to correct ponding, roof height and crane access, number of curbs and penetrations, asbestos abatement if the old plies test positive, and how much work has to happen after hours around tenants.
Scale matters more than people expect. Across the small roofs we bid, the per-square number lands well above what a 100,000 sq ft industrial roof prices at, simply because mobilization, crane picks, safety setup, and permit time get spread over less area.
Phasing, insurance, and tax treatment
- Phase by roof section. If your building has separate areas divided by walls, expansion joints, or level changes, you can replace one section per budget year. It costs a bit more per square overall and requires a properly detailed tie-in at each boundary, but it turns a $400,000 problem into three manageable years, and manufacturers can often warrant each section as it is completed.
- Insurance. If hail or wind caused it, that is a claim, not a capital project. Commercial policies vary a lot on wind and hail deductibles (sometimes a percentage of building value) and on ACV versus RCV settlement. - Tax treatment. A roof replacement on an existing nonresidential building can qualify as Section 179 property, and bonus depreciation rules have shifted several times recently. Repairs and capital improvements are treated differently. Confirm the current-year treatment with your CPA, and ask us to itemize the proposal so your accountant can split repair from capital.
Repair, restore, or replace: start with core cuts
Start with core cuts, not opinions. Two or three cuts through the assembly (patched immediately) tell you the number of layers, the deck condition, and whether the insulation is wet. A moisture scan covers more area.
Then the framework we use:
- Leaks isolated, cores dry, seams still weld or bond. Repair, fix the details, and budget replacement for a few years out.
- Wet insulation in less than roughly a quarter of the roof. Targeted tear-out of the wet areas, then repairs or a restoration over the rest.
- Wet insulation widespread, membrane shrunken or brittle, water standing days after a rain. Replace. Patching is buying months, not years.
Age alone is not the test. We have replaced 14-year-old roofs that were installed wrong and serviced 28-year-old roofs that got two inspections a year their whole life.
Asbestos on pre-1990 Madison commercial roofs
This is the item most owners never hear about until it blows up the schedule. Built-up roofing felts, mastics, flashing cement, and pipe flashings on 1960s through 1980s buildings frequently test positive for asbestos, and roofing crews cannot just tear that off.
How it works in Wisconsin: bulk samples get pulled by a certified inspector and lab-analyzed before the tear-off is priced. If results come back positive, Wisconsin DNR and DHS rules govern the removal method, the certified personnel required, the notification you have to file before work starts, and where the debris goes. Roofing felts and cements are often Category I nonfriable material, which can change the allowed removal method, but you still need the results, the notification, and the correct disposal.
Practical impact: sampling is a small pre-construction cost. Abatement is a real line item that can add meaningfully to a tear-off number, plus notification lead time and days or more on the calendar. If somebody hands you a tear-off price on a pre-1990 built-up roof with no sample results attached, that is not a low bid. That is an open change order.
When a coating is legitimate, and when it is wasted money
A properly specified silicone or acrylic restoration is a real system, not a paint job. Over a dry, sound assembly with repairable seams, it can carry a manufacturer warranty of 10-20 years for a fraction of replacement cost. That is a genuine answer for the owner who says "I don't have $300,000 this year."
It requires an adhesion test, seam and detail reinforcement with fabric before the field coat, and the manufacturer's required dry mil thickness. A single thin pass sprayed over a dirty roof is a three-year product.
It is wasted money when the insulation is wet, the seams have failed, or the deck is saturated. You seal the water inside, the deck keeps rotting, and you pay twice.

Where a low bid hides money: two proposals on the same 30,000 sq ft roof
Owners call us confused because three bids came in $100,000 apart. Almost always, they are not the same job. Here is the pattern we see on a typical 30,000 sq ft Madison flat roof.

The roughly $135,000 gap is not markup. It is about $45,000 of tear-off and disposal, about $60,000 of insulation and cover board, roughly $12,000 for the heavier membrane, and about $18,000 of real flashing work instead of caulk. Bid B also carries a warranty a manufacturer will actually pay on.
And here is the kicker: if Bid A's crew had taken core cuts and found wet insulation (which is why the roof is leaking in the first place), code requires the tear-off anyway. You end up above Bid B's number, mid-project, with no leverage.
Other red flags worth naming out loud:
- Recover proposed with no core cut. Nobody should leave your assembly in place without proof it is dry.
- Material-only warranty sold as a "20-year warranty." Say the word "NDL" and watch the answer.
- No insulation upgrade on a full tear-off, which is usually a code requirement here, not an option.
- Sealant instead of flashing. Caulk is maintenance, not a detail. We are usually back at those spots in a couple of years, not a couple of decades.
- No certificate of insurance until after you sign. Walk away.
- Out-of-town crews after a hail event. They sign owners fast and leave before the warranty means anything.
Working around tenants, RTUs, and the parking lot
This is what property managers actually get complaints about, and it belongs in the proposal, not in a hopeful conversation on day one.
- Noise and vibration over occupied space. Screwing 20,000 fasteners through a steel deck is loud below. Dental offices, call centers, daycares, and courtroom-quiet tenants get sequenced early morning, after hours, or on weekends over their bay. Say which tenants need that treatment before bids go out, because it is a labor cost.
- Odor through rooftop air intakes. Bonding adhesives, hot kettles, and torch work put smell into RTU outside-air intakes fast, and tenants call it "fumes in the building." The fix is coordination: shut down or set affected units to full recirculation during work in that zone, cover intakes as allowed, and work downwind. That takes a mechanical contact and a schedule, so nail it down in the pre-construction meeting.
- Interior dust protection. Old fasteners backing out and deck vibration drop debris through suspended ceilings. Server rooms, clean areas, and stocked retail get poly protection under the work zone, and we plan around IT rooms rather than over them.
- Parking, staging, and cleanup. Dumpster and material staging locations get agreed in writing, crane pick days close a lane or a row of stalls (usually early morning), and the lot gets a rolling magnet sweep at the end of every day. Screws in tenant tires are the fastest way to sour a job.
- Written tenant notice. Yes, notify tenants in writing, at least a week out, with dates, hours, noise expectations, parking impacts, and one contact name. We will help you draft it and give you the actual sequence by roof area.
- Nightly dry-in. A competent crew only opens what it can dry in the same day, with a night seal or water cutoff at every open edge before anyone leaves. Ask directly: "Is the roof dried in nightly?" Then get the answer in the contract.
If it rains on an open tear-off, resulting interior damage should be covered by the contractor's general liability. Confirm the policy, and get the dry-in method and weather-delay language written into the contract. Most contracts give the contractor a time extension for weather rather than free cost coverage, so negotiate what happens on cost impacts up front instead of assuming.
Winter in Wisconsin: snow load, drains, and cold-weather installs
Flat roofs in Dane County fail in winter for structural reasons, not just leaks. Design ground snow load around Madison is commonly in the 30 psf range, and your engineer sets the actual number, but the field problem is drifting. Snow blows off the open field and stacks against parapets, penthouses, screen walls, and level changes, where the local load can run several times the field load.
Add blocked internal drains. Leaves and debris clog the strainer, meltwater ponds, ponded water freezes, the ice traps the next melt, and now you have concentrated dead load plus water sitting on seams through every freeze-thaw cycle. That combination is the one that turns into a deck deflection call in February.
Practical winter rules:
- Clear drains and scuppers every fall, without exception.
- Watch for deep drifting, standing ice, sagging deck lines, or ceiling deflection, and call somebody the day you see it.
- If snow needs to come off, it comes off by hand with plastic tools, leaving a protective layer on the membrane, with the snow spread out instead of piled in one bay. Metal shovels, ice choppers, and skid steers puncture single-ply, and you find those holes in April.
On installation: mechanically fastened TPO or EPDM with hot-air welded seams can go on in cold weather when the crew adjusts welder settings for temperature and probe-tests every seam. Most bonding adhesives need roughly 40 degrees and rising. Self-adhered products want closer to 45-50 with material warmed and stored right. Coatings realistically need 50-plus degrees and a dry cure window. Emergency repairs happen year round. If you want a summer or fall slot, bid in January through March, because good crews book early.
Insulation, reflective membrane, and Focus on Energy incentives
A tear-off is the only cheap time to fix your insulation, and in Wisconsin there is often utility money attached. Focus on Energy, the statewide utility program, has business incentive offerings that can apply when a project raises above-deck insulation R-value, typically through custom or prescriptive tracks. The catch every owner needs to hear: these programs generally require an application and approval before work starts, so it has to be handled in pre-construction, not after the crane leaves.
On R-value, current commercial energy code in our climate zone drives you toward roughly R-30 above deck. Most 1990s Madison roofs have far less than that, so a tear-off usually means real insulation gain whether you chase an incentive or not, and that shows up on the gas bill.
On membrane color, be realistic. Madison is heating-dominated, so a white reflective TPO does not pay back here the way it does in Texas. Where it earns its keep is buildings with big internal cooling loads (warehouses with equipment, grocery, data-heavy tenants) and in membrane longevity, since a cooler surface ages slower. For most owners here, insulation R-value is the money decision and membrane color is a secondary one.
Permits, code, and when a structural review kicks in
Commercial re-roofing in Madison generally requires a building permit through the Building Inspection Division, and your contractor should pull it. Sun Prairie, DeForest, Windsor, and Cottage Grove each run their own inspection process, and larger scopes can require state plan review.
Wisconsin's commercial code is IBC-based, and the re-roofing rules hit your budget directly. Complete removal is required where there are already two or more applications of roof covering, or where the existing roof is water-soaked or deteriorated to the point it is no longer suitable as a substrate. That is why the core cut comes before the bid, not after.
A structural review can be triggered when the project adds dead load (thicker insulation, tapered fill to correct ponding, a recover over an existing system), when rooftop units are added or relocated, or when deck is being replaced. On older buildings with marginal capacity, that means a stamped engineer's letter. Small cost, prevents a very large one.

How commercial procurement is different (and the licensing myth)
Wisconsin does not issue a statewide commercial roofing license. The state's dwelling contractor credential covers residential work, so "licensed" on a commercial job means very little here. That is exactly why the paperwork matters more in this state:
- Certificate of insurance naming your entity as additional insured. General liability, workers' compensation, commercial auto, usually an umbrella. Many Madison owners and lenders require $1 million per occurrence with excess above it. Call the agent listed and confirm it is active.
- Manufacturer authorization. NDL warranties are only available through approved applicators. On steep-slope and mansard work, credentials like GAF Master Elite are the verifiable version of "qualified."
- Bonding capacity. Even if you do not require a bond, the ability to get one tells you what a surety thinks of their books.
- EMR and a written safety program. Fall protection is required on low-slope roofs without adequate parapet height. An untied crew on your roof is your exposure.
- Lien waivers. Wisconsin lien law is real. Conditional waivers with each pay application, final unconditional waivers from contractor, subs, and suppliers at closeout.
- Bid documents everyone prices the same way. Membrane type and thickness, insulation R-value, warranty type and term, asbestos sampling, and a deck repair unit price. Otherwise you get three unlike numbers.
NDL warranties, plainly
NDL means No Dollar Limit. The manufacturer pays whatever it costs, labor included, to repair covered leaks for the term. It is the strongest coverage on a low-slope roof, and you only get it when an authorized contractor installs an approved assembly and the manufacturer inspects the finished roof.
Most NDL warranties can transfer once on sale of the building, typically with notice within 30-60 days, a transfer fee, and an inspection with any repairs at the owner's expense. Get workmanship warranty transferability in writing too. A transferable warranty is a real line item at closing.
How to vet a commercial exterior contractor in Madison
Vet on evidence, not the sales presentation.
References on comparable buildings. Not houses. Three buildings of similar size, membrane type, and complexity in Madison, Sun Prairie, DeForest, Windsor, or Cottage Grove, and ask to go see them. Our recent projects are the same conversation we have with owners standing on a roof.
In-house crews versus subs. Subs are not automatically bad, but know who is on your roof, who supervises, and whether that crew has installed your specific system before. Ask for the foreman's name. A contractor who cannot answer is brokering your project.
Financial stability and tenure. A 20-year warranty from a three-year-old company is a coin flip. Ask how long they have operated under the same name and who honors the workmanship warranty in year 15. Buckshot has been under the same family ownership in Madison since 1979, which is the only reason we can talk credibly about servicing roofs we installed decades ago.
Two jobs that show what this looks like in practice. A roughly 40,000 sq ft warehouse off Stoughton Road, around 2019: three previous recovers had hidden saturated insulation for years, core cuts found it, code required a full tear-off, and the added insulation weight meant a structural letter before we started. It went back with R-30 polyiso and 60-mil mechanically fastened TPO and has been leak-free since. A Sun Prairie retail strip of about 28,000 sq ft in four sections, 2021 into 2022: 60-mil TPO split across two budget years so the owner never carried more than half the cost in one fiscal year, each section warranted as it was completed. What a proper commercial proposal itemizes
You should be able to rebuild the job from the proposal:
- Existing conditions, number of layers to remove, core cut results, asbestos sample results
- Deck type and condition, plus a per-square-foot unit price for deck replacement
- Insulation type, thickness, total R-value, and any tapered fill for ponding
- Cover board and attachment method (mechanically fastened, adhered, or induction welded)
- Membrane manufacturer, type, and mil thickness
- Every curb, drain, scupper, and penetration by count
- Edge metal and coping specification
- Warranty type (NDL or material-only), term, transferability, and who inspects
- Permit responsibility, dumpster, crane, staging, tenant protection, RTU coordination, daily magnet sweep
- Schedule with duration, nightly dry-in method, and weather delay language
- Payment schedule, lien waiver process, and change order procedure
Anything missing from that list becomes a change order. That is how the low bid becomes the high bid.
Maintenance, roof access control, and keeping your warranty alive
Many manufacturer NDL warranties can be voided if you cannot document that the roof was maintained and that repairs were made by an authorized contractor. Debris in drains, unaddressed punctures, and other trades cutting your membrane are all common grounds for denial.
Roof access control is the piece owners forget. HVAC, telecom, and solar contractors put holes in roofs. Set a rule: nobody on the roof without your sign-off, a sign-in log, no new penetrations without owner approval, and every new flashing installed or inspected by an authorized applicator. Put the language in vendor contracts and in tenant leases. Solar racking especially needs to be coordinated with the membrane manufacturer up front or the warranty conversation gets ugly later.
A basic program covers drain and gutter clearing, seam and flashing inspection, sealant renewal at penetrations, photo documentation, and a priced punch list. Spring and fall plus a post-storm check is what we recommend. The buildings on a program are the ones that reach the end of their warranty term without drama, and the documentation builds a damage history that matters the day an adjuster asks whether that hail bruising is new.
The same logic applies to walls. Failed sealant joints and open cladding laps let water in for years before anyone sees a stain, which is why we look at siding and cladding on every commercial assessment, not just the roof.
