Properly installed, a 60-mil EPDM roof commonly runs 20-30 years and a two-ply or three-ply SBS modified bitumen system runs 18-28 years. Short answer: choose EPDM when you want the most economical, cold-tolerant rubber membrane on a roof that stays mostly empty. Choose modified bitumen when the roof gets walked on, has a lot of penetrations, or you want a multi-ply asphalt system that shrugs off dropped tools and service traffic.
Both are proven. We have installed and repaired both across Dane, Rock, Columbia, Sauk, Jefferson and Green counties since 1979. Neither is a bad choice. The wrong one for your building will cost you in service calls.

The 60-second decision guide
Go EPDM if:
- Budget is the driving factor and the roof area is fairly open
- Little foot traffic beyond an annual inspection
- Few penetrations, simple rectangular layout
- The building is unconditioned or lightly cooled (warehouse, storage, shop)
- You want a membrane that stays flexible at 15 below
Go modified bitumen if:
- Techs are on the roof regularly servicing HVAC or refrigeration
- Lots of curbs, pipes, drains, hatches and equipment stands
- The roof has ponding-prone areas or tricky transitions
- You want redundancy (nick the cap sheet and there is another ply under it)
- Rooftop solar is likely in the next few years
Either works if you have a sound deck, real drainage, and a crew that details flashings correctly. That last item matters more than the logo on the roll.
What about TPO or PVC?
Fair question, since you are probably being quoted one of those too. TPO and PVC are heat-welded single-ply membranes, usually white, and they are strong where reflectivity matters or where grease and chemicals hit the roof (PVC handles restaurant grease). Their welded seams are the most consistent seam in the industry when a crew tests them daily with a probe.
We scoped this article to EPDM vs modified bitumen because it is the matchup nobody covers, and because these two are what we see most on older Madison-area buildings choosing between "economical and flexible" and "tough underfoot." What each system actually is
EPDM: single-ply rubber
EPDM is ethylene propylene diene monomer, a synthetic rubber sheet, typically 45, 60 or 90 mil thick (a mil is one thousandth of an inch), in wide rolls, black or white.
Three install methods:
- Fully adhered: glued to the insulation. Cleanest look, best wind uplift performance, more labor.
- Mechanically attached: fastened through the insulation into the deck, seams taped over the fastener rows. Faster, cheaper, more flutter in wind.
- Ballasted: loose-laid under river rock. Rare on new work, still common on 1980s and 1990s buildings here.
Most leaks start at a seam, a pipe boot or an inside corner. But the field is not immune: hail bruises rubber, older loose-laid sheets shrink and pull flashings tight at parapets, and 1980s seam adhesive simply gives up.
The shrinkage myth, corrected. Rubber does not "dry out and crack." What actually happens on old ballasted roofs is modest dimensional shrinkage that tugs perimeter flashings, plus failure of old adhesive seams that modern factory seam tape largely solved. Today's adhered or mechanically attached EPDM is a different animal than the 1988 roof you may be picturing.
Modified bitumen: multi-ply asphalt
Modified bitumen (mod bit) is asphalt with polymer modifiers, reinforced with fiberglass or polyester mat, rolled out in plies. The modern grandchild of tar-and-gravel built-up roofing, without the kettle.
Two chemistries: SBS (rubberized, flexible in cold, our preference in Wisconsin) and APP (plastic-modified, heat-tolerant, stiffer when cold).
Three install methods: torch-applied (open flame, strong bond, runs later in the season, demands a disciplined fire watch), cold-applied (adhesive, temperature-limited) and self-adhered peel-and-stick (safest around occupied buildings, needs warm surfaces).
Most jobs get a base sheet plus a granulated cap sheet. That granular surface is why mod bit takes abuse. Asphalt does oxidize over decades, worst where water ponds.
Punctures and foot traffic
Modified bitumen wins, clearly. Drop a wrench on 60-mil EPDM and you can put a hole in it. Drop it on two-ply mod bit and you usually leave a mark, not a leak.
Real example: a 6,800 square foot medical office off the Beltline, mechanically attached EPDM, nine rooftop penetrations and no walk pads. It had collected fourteen patches in roughly a decade, nearly all of them along the walking route between the hatch and the condensers. In 2023 we tore it off and installed two-ply SBS with pads to every unit. Similar work is on our recent commercial projects page.
If you go EPDM on a service-heavy roof, insist on walk pads along every route and reinforced pads under equipment feet. Cheap on install day, expensive to retrofit after the leaks start.
Seams and details, where roofs actually leak
EPDM has fewer total seams because rolls are wide (10 feet is common), but each seam depends on primer, tape and a clean, dry, warm-enough surface. A seam rolled over dust will let go eventually.
Mod bit has more laps because rolls are narrower, but each lap is welded or adhesive-set into a redundant assembly. When one lap fails, the ply beneath often keeps you dry until someone notices.
Both live or die on flashing at curbs, pipes, drains, scuppers and parapets. Ask every bidder for close-up photos of pipe boots and inside corners on their own recent work. Sloppy details tell you everything.

Drainage: primary, overflow and winter freeze-up
Ponding is what actually kills flat roofs in south-central Wisconsin, and adequate drainage is more than "there's a drain up there."
Here is what we look for:
- Positive slope to every drain. New roofs are designed for at least 1/4 inch per foot toward drains or scuppers, built with tapered insulation and crickets between drains where the deck is dead flat.
- Sumps at the drains. Tapered insulation should step down into the drain sump so water leaves instead of sitting in a shallow dish.
- Secondary (overflow) drainage. Code requires it. That is either an overflow drain or a through-wall scupper, set roughly 2 inches above the low point, so if the primary plugs the water leaves the roof instead of stacking up on your deck. Standing water weighs a little over 5 pounds per square foot per inch. Plenty of collapse claims start with a plugged drain and no overflow.
- Strainers and domes in place. Missing strainer means the leaves go into the pipe instead of on top of it.
Winter is the failure window. Fall leaves plug a strainer, the first hard freeze locks it up, then every thaw sends meltwater to a drain that cannot take it. The water backs up, refreezes, lifts flashings and finds the weakest seam. Exterior scuppers and drain leaders in unheated chases freeze first. Interior drains through warm space stay open longer, which is one reason we favor them.
Two habits prevent most of it: clear every drain, strainer and scupper in late fall before freeze-up, and get plugged drains cleared in winter instead of waiting for spring.
Wisconsin winter: what you can and cannot install in the cold
Real limits, and any contractor who tells you otherwise is gambling with your roof.
- EPDM seam tape and adhesives have temperature floors. Most bonding adhesives and seam tapes want surface temperatures above roughly 40 F, with winter-grade primers and tapes extending that a bit lower. Below spec, the bond never fully develops even though it looks fine on install day.
- Dew point matters as much as air temperature. Substrate temperature needs to run several degrees above the dew point or invisible condensation forms on the surface and kills adhesion. We check surface temp and dew point, not just the thermometer on the truck.
- The deck must be dry and frost-free. Frost under a membrane becomes trapped moisture and blisters. Snow-covered or frosted decks stop work, period.
- Self-adhered mod bit needs warmth. Peel-and-stick generally wants warm surfaces or pre-heating. Torch-applied SBS runs later into the season, which is exactly why some winter work gets torched, and why the fire watch discipline matters more when substrates are cold and wet.
- Mechanically attached systems can be fastened cold, but the seams still have to meet spec.
Which is why we schedule full replacements roughly April through November, and handle December through March with proper temporary repairs: dried and primed surfaces, compatible target patches, and a documented plan to do it right in spring.
Snow load and structure: adding weight to an old deck
Ask this question before you add anything up there. Design ground snow loads in our area run around 30 pounds per square foot before drift surcharges, and drifting is the part that catches older buildings.
Most re-roof weight changes are modest. Several inches of polyiso is light. Going from a single-ply to a two-ply mod bit system adds a couple pounds per square foot. Removing old ballast rock actually frees up 10 pounds per square foot or more.
A structural review is worth the money when:
- You are recovering over an existing system instead of tearing off (you are stacking dead load)
- Thick tapered insulation is being built up to create slope on a long, flat roof
- New or heavier rooftop units are going in with the roof
- Drift zones exist: behind tall parapets, against equipment screen walls, or where a lower roof sits below a taller adjacent section
- The building is an older warehouse on long-span open-web joists with no drawings on file
Sun Prairie example: a 12,000 square foot warehouse with mid-1990s ballasted EPDM. Core cuts found saturated insulation at three drain sumps. Ballast and membrane came off, wet board was replaced, new polyiso brought the assembly to current R-value, and it went back down in 2024 as mechanically attached EPDM with tapered insulation at the drains. Removing the ballast meant the new assembly was lighter than the old one, and the deck picked up capacity in the drift zone behind the parapet.
Wisconsin code, asbestos and tear-off limits on older Madison buildings
This is the line item that surprises owners, so read it before you compare bids.
Commercial roofing in Wisconsin falls under SPS 361-366, which adopts the building and energy codes. Two practical effects:
- Layer limit. Once a roof has two coverings, or the existing assembly is wet, a full tear-off to the deck is required instead of a recover.
- Insulation minimum. Tearing off to the deck typically requires bringing above-deck insulation up to current minimum R-value for our climate zone, often around R-30. That is frequently mandatory, not an upgrade, and it usually means several inches of polyiso. On our jobs it has added roughly $2-$4 per square foot.
Asbestos on pre-1990 asphalt roofs. Old built-up felts, mod bit plies, flashing cements and mastics can contain asbestos, and that is common on 1960s through 1980s commercial buildings around Madison. Federal renovation rules require a thorough inspection before those materials are disturbed. Sampling by a certified inspector is quick and cheap. If it comes back positive, abatement is a separate line item performed by a certified abatement contractor, and it adds both cost and days to the schedule. We put testing in the front end of the project so the number you budget is the number you pay.
Permits go through your municipality (City of Madison building inspection, or your local jurisdiction), and the inspector will want to see the code path on layers and insulation. If one bid is dramatically cheaper, check whether the tear-off, the insulation and the asbestos testing are actually in it.
Warranties: NDL vs material-only, and what voids them
Two different pieces of paper, and owners confuse them constantly.
- Material-only (manufacturer): covers the membrane if the material is defective. Commonly 10-20 years, longer with thicker membrane or more plies. Labor to fix it is on you.
- NDL system warranty (manufacturer): No Dollar Limit. Covers materials and labor on the whole assembly, typically 10, 15 or 20 years. Requires a certified applicator, the manufacturer's own insulation and accessories, an approved assembly and a closeout inspection. Worth asking for on a five- or six-figure roof.
- Workmanship (contractor): covers our installation, separate from the manufacturer. Ours is stated in years, in writing, on the proposal. In year three, that is the one you will actually use.
What voids coverage, in our experience:
- Unauthorized rooftop work. An HVAC contractor cutting a new curb and sealing it with caulk is the classic warranty killer.
- New penetrations, satellite mounts, solar racking or conduit added without notifying the manufacturer.
- Standing water and clogged drains left unaddressed.
- No maintenance records. Most NDL warranties require documented inspections, and "we never looked at it" is a valid denial.
Tell your tenants and your mechanical contractor: nobody cuts the roof without a call first.
Can we just coat it instead of replacing it?
Sometimes, and it is often the real budget alternative. Silicone or acrylic restoration coatings can go over aged EPDM or weathered mod bit if the assembly underneath is dry and the details are sound. Done right, a coating adds meaningful years, cuts heat gain on a black roof, and can carry its own manufacturer warranty at a fraction of replacement cost.
Coating is wrong when insulation is saturated, the roof already has multiple layers, ballast rock is in the way, or the membrane is shrunk and pulling at parapets. Paint over wet insulation and you have bought a very expensive shine that still leaks.
It is the honest recommendation on maybe one in four roofs we look at, so ask.

Reflectivity, energy and future solar
Black EPDM absorbs solar heat. On a well-insulated warehouse that barely matters. On a fully conditioned office with thin 1980s insulation, it adds July cooling load. White EPDM reflects well, costs more and shows dirt. Granulated mod bit caps come in colors, and reflective coatings can go over aged mod bit.
One claim to discount: black membrane does not meaningfully clear a snow-covered Wisconsin roof. Once there is six inches on it, sunlight is not reaching the membrane. Do not buy black for snowmelt.
Planning solar? Favor two-ply SBS or 90-mil fully adhered EPDM, both of which handle racking loads and installer traffic better than thin single-ply, use manufacturer-approved slip sheets under ballasted racking or properly flashed curbs for penetrating racking, and disclose the array to the membrane manufacturer. And replace an aging roof first. Pulling an array to re-roof underneath is an expensive lesson.
Our honest take: in Wisconsin, insulation R-value moves your utility bill more than membrane color, and replacement is your one good chance to add R-value and build real slope to the drains.
Lifespan and cost in the Madison market
The numbers below are our own averages from Madison-area commercial jobs we quoted and installed in 2024 and 2025. They are not promises. Every roof gets measured, cored and inspected before a number goes on paper.

Baseline: a 10,000 square foot tear-off and replacement usually lands between $70,000 and $140,000, before code-required insulation, wet board replacement, deck repair or asbestos abatement. A 4,000 square foot roof with fifteen curbs costs more per foot than a 40,000 square foot open field.
Staying open during the job
Torch fire risk is real, and it is why we do not torch every building. Open flame near wood nailers, parapet cavities and old organic felts is where roof fires start. On occupied buildings we lean self-adhered or cold-applied SBS, or EPDM. When torch is right, that means extinguishers staged on the roof, distance limits from vertical combustibles, and a fire watch that stays after the crew leaves.
Odor. Adhesive solvents and hot asphalt smell, and rooftop air intakes pull it inside. We map your intakes first, coordinate shutting down or sealing units in the active zone, and schedule the strongest-odor steps early morning or off-hours over clinics, dental offices and restaurants.
Noise. Tear-off and fastening into steel deck are the loud parts. Fully adhered systems are quieter. We phase loud work around your schedule.
Duration. A straightforward 10,000 square foot replacement runs about one to two weeks, weather permitting. Bigger roofs get split into sections so every day ends water-tight. Most of our commercial clients stay open the entire time. Ask for the sequencing plan in writing before you sign.
Wind, hail and insurance in south-central Wisconsin
Straight-line winds and hail move through Dane County most summers. Hail bruises single-ply without always breaking it, so damage hides until it leaks a year later. Mod bit caps show granule scour, mat exposure and fractures. Wind attacks perimeters and corners first, and under-spec fastener patterns at the edge is where we find failures.
On the insurance side, be realistic:
- ACV vs RCV. Actual cash value pays depreciated value now. Replacement cost value pays the rest once the work is done.
- Deductible. Commercial policies often carry a percentage-of-value wind and hail deductible, which on a large building is a serious number.
- Age. A 24-year-old roof gets scrutinized hard, and some policies cap or exclude older roofs.
- Documentation. What gets photographed and marked is what gets paid.
If you suspect storm damage on your commercial roof, document it early. We meet your adjuster on the roof and walk the damage with them. Waiting a season makes a wind claim much harder to prove.
Maintenance: what it costs and why warranties depend on it
Two visits a year, spring and fall: clear drains, strainers and scuppers before freeze-up, check every seam and flashing, look for punctures and new penetrations nobody told you about, seal what needs sealing, and hand you dated photo documentation. That documentation is what keeps an NDL warranty enforceable.
Our programs generally run about $0.04-$0.10 per square foot per year depending on roof size, access and penetration count. On a 5,000 square foot roof that is usually $300-$500 annually, and it routinely catches a $300 flashing repair before it becomes $9,000 of wet insulation.
How the roof gets paid for, including the lease question
Landlord or tenant? Read the lease first. Many triple net leases put routine roof maintenance and repairs on the tenant while capital replacement stays with the landlord, sometimes amortized back through CAM charges over the remaining term. Some single-tenant industrial leases push the whole roof to the tenant. The dispute is almost always whether the work is a repair or a replacement, so we write scopes that separate repair items from capital replacement items in plain language both parties can hand to their attorney.
Other options we work through with owners:
- Phasing. Large roofs split into sections over two seasons, leaking half first, with a proper tie-in detail between phases rather than a temporary patch.
- Repair and coat now, replace later. Buys three to seven years of runway when the assembly is dry.
- Financing. Ask what is available on your project size.
- Capital planning numbers. If your board or lender needs a budget-grade figure for next fiscal year, we provide one in writing at no charge along with an estimate of remaining service life.
Who is on your roof: credentials worth verifying
Wisconsin does not issue a standalone commercial roofing license, so "licensed" by itself means very little. Here is what actually exists and what to ask for:
- Current certificate of insurance naming your building, with general liability and workers compensation limits you can read.
- Wisconsin Dwelling Contractor and Dwelling Contractor Qualifier credentials, which apply to one- and two-family dwelling work. We hold them for the residential side of our business.
- Local permitting. Your municipal building department issues and inspects the commercial roofing permit. A contractor who is vague about who pulls the permit is a problem.
- Manufacturer certification for the specific system. This is the credential that matters most on commercial, because NDL warranties require an approved applicator. We are also a GAF Master Elite contractor on the steep-slope side.
- References from similar buildings in your county, which we will gladly provide, along with our customer reviews.
So which one should you pick?
- Count the penetrations and the foot traffic. Heavy on either? Modified bitumen.
- Check the drainage. Ponding? Fix slope and overflow drainage first, then lean mod bit for redundancy.
- Check budget and roof size. Big, open, tight budget? EPDM.
- Check the conditioning. Cooled space with weak insulation? Price a reflective option and get the R-value right.
- Check the solar plan. Panels within a decade? Build the roof to carry them now.
- Check who is installing it. A well-detailed EPDM roof outlives a sloppy mod bit roof every single time.
