That is the decision in two sentences.

What TPO and PVC actually are

Both are single-ply thermoplastic membranes, meaning sheets fused together with hot air instead of glue or tape.

TPO is thermoplastic polyolefin, a blend of polypropylene and ethylene-propylene rubber with fillers and UV stabilizers. It reached the U.S. commercial market in the early 1990s as a lower-cost alternative to PVC and now dominates low-slope roofing.

PVC is polyvinyl chloride, used on roofs since the 1960s in Europe and the 1970s here, so there is roughly 50 years of U.S. field history behind it. PVC relies on plasticizers to stay flexible, and that same chemistry is why it shrugs off grease and oils.

Both come in 45, 60 and 80 mil thicknesses (a mil is one thousandth of an inch). Both are usually white or light gray. Both can be mechanically attached, fully adhered or ballasted, and both weld with the same style of hot-air welder.

Grease and chemical resistance: the real deciding factor

This is where the two genuinely differ, and it is not close.

Animal fats and cooking oils chemically attack TPO. The membrane softens, loses tensile strength and eventually fails, usually in a fan-shaped pattern downwind of a kitchen exhaust fan. We have seen 60 mil TPO around a hood look chewed up in well under ten years while the rest of the roof looked nearly new.

Most standard TPO warranties list grease exposure as an exclusion. The manufacturers know.

Field notes worth having:

  • Grease guards and absorbent filter mats help, but they are maintenance items. If nobody changes them, they do nothing.
  • Grease travels farther than owners expect. A hood on the west end of a restaurant can affect membrane 20 feet downwind.
  • "PVC around the hood, TPO everywhere else" is not a real system. TPO and PVC do not weld to each other. You would need a mechanical termination between them, and that becomes a seam you babysit forever.

Doesn't grease-resistant TPO solve this?

Partly. Some manufacturers now sell grease-resistant TPO and will warranty limited exposure, and that is a real improvement over standard TPO. If a competitor shows you one, they are not making it up.

We still spec PVC where there is cooking exhaust. Those warranties come with conditions (minimum thickness, required grease containment, documented maintenance, sometimes a defined exposure zone), the field history is short next to PVC's decades on restaurant roofs, and PVC handles a wider range of chemicals. When the failure mode is "replace the roof," we take the longer track record.

Where KEE fits

KEE membranes (ketone ethylene ester) are a separate, higher-priced category, not just modern PVC. The plasticizer is solid rather than liquid, so it does not migrate out, which means better long-term flexibility and better cold performance. Standard reinforced PVC performs fine in Wisconsin. KEE is an upgrade you pay for, not the default.

What about EPDM? Isn't rubber cheaper?

EPDM (black synthetic rubber) is the third option owners always raise, and plenty of Madison-area buildings from the 80s and 90s still wear it. We left it out of this comparison for three reasons.

EPDM is not heat-weldable. Seams are made with tape or adhesive, and the older adhesive-seam generation is exactly where those roofs failed. It is dark, so it absorbs heat instead of reflecting it, and it offers no grease resistance worth discussing.

EPDM is still a legitimate choice in specific cases: hail resistance is good, ballasted EPDM over a structurally strong deck is cost-effective on big simple roofs, and it is durable in cold climates. If you have a clean warehouse roof with no rooftop equipment and no grease, it can pencil out. We are happy to price it alongside TPO. Heat-welded seams, and who is actually on your roof

Both membranes fail at the same place: the seams. That is a labor issue, not a material issue.

A proper hot-air weld needs the right temperature, the right travel speed, clean membrane and correct pressure. Get it wrong and you get a cold weld that looks perfect on day one and opens in the second or third freeze-thaw cycle.

What good crews do and rushed crews skip:

  • Wipe the weld area clean. Dust, dew and jobsite dirt kill welds.
  • Pull daily test welds and check peel strength before running production.
  • Probe the full length of every seam with a hand probe at day's end.
  • Hand-weld all detail work: corners, curbs, pipe boots, drain flanges, scupper wraps. Robots do the field, a skilled hand does the details, and details are where leaks start.

Vetting the contractor, not just the membrane

Certifications matter, but the right ones. To be clear about ours: we are a GAF Master Elite contractor, and that is a residential steep-slope program. It has nothing to do with commercial single-ply. For a TPO or PVC roof, the credential that matters is the membrane manufacturer's own applicator approval for the exact system being installed, because that is what makes an NDL warranty issuable. Ask any bidder to name it and show the certificate.

Then work the rest of the list before you sign a six-figure contract:

  • Certificates of insurance sent to you directly by their agent, not forwarded by the contractor: general liability with your entity as additional insured, plus a current workers' comp certificate.
  • Two references on buildings like yours, ideally RTU-heavy or restaurant roofs, not a subdivision of shingle jobs.
  • Lien waivers from suppliers and subcontractors at each payment draw.
  • A payment schedule tied to completed work. A material deposit is normal on a large single-ply order. Half the contract up front is not.
  • The name and cell number of the foreman who will actually be on your roof, and a daily seam-test log you can ask to see.

Our commercial jobs are run by our own foremen, and you get that foreman's name before the first roll comes off the truck.

Cold weather and freeze-thaw in Wisconsin

Both membranes work here. The install window is the bigger issue.

Madison sits in climate zone 6A. We cross freezing dozens of times each spring and fall, and that cycling is brutal on a marginal seam: water works in, freezes, expands, and levers it open a little more each cycle.

  • Both membranes stiffen when cold. Rolls need time to relax after unrolling or they fight the crew and pull at fasteners.
  • Cold air steals heat from the weld. Slower travel speed, higher temperature, verified with test welds that day.
  • Fully adhered systems generally need bonding adhesive applied above roughly 40 degrees. That, not the membrane, usually ends the season.
  • Mechanically attached systems can run later into the fall.
  • Drainage matters more here than in warmer states. If your roof holds water 48 hours after a rain, tapered insulation or added drains belong in the scope. Ice at a drain or scupper is what splits membrane.

Lifespan, cost per square foot, and warranty

Honest ranges based on what holds up on our Dane County projects.

Expected service life

  • TPO, 60-80 mil, well installed: roughly 20-25 years
  • PVC, 60-80 mil, well installed: roughly 20-30 years, with more field history behind the claim
  • Either at 45 mil: expect the short end. We rarely spec 45 mil.

Installed cost per square foot (tear-off, new code-level insulation, new membrane)

  • TPO: roughly $8-$14
  • PVC: roughly $10-$17

Those are current ranges in our market as of this writing. Material pricing has moved a lot since 2021, so treat any roofing quote older than 60-90 days, ours or anyone else's, as stale.

PVC costs more per square foot. On a 20,000 square foot roof that gap is real money, which is exactly why you should not pay for PVC unless the building needs it.

Cost also moves with deck condition, insulation thickness, tapered drainage, attachment method, and how many curbs, hoods and skylights we hand-detail. A cluttered restaurant roof costs more per square foot than a bare warehouse of the same size.

The insulation number that surprises people

Wisconsin's commercial energy code (SPS 363, which adopts the IECC) puts zone 6 low-slope roofs somewhere in the R-30 to R-35 continuous range above the deck depending on which edition is adopted and enforced. In practical terms that is roughly 5-6 inches of polyiso once you use long-term thermal resistance values rather than the number on the label. Confirm the adopted edition with your inspector before you budget, because owners who plan on 5 inches flat sometimes end up adding a layer at the worst possible moment.

Warranty basics

Both membranes offer manufacturer NDL (no dollar limit) warranties in the 15-30 year range. Requirements: an approved installer, minimum thickness and detailing, and a passing manufacturer inspection at closeout. Most transfer on sale, with a filing window (often 30-60 days), a fee, and an inspection first.

If you may sell within ten years, tell us up front and we will keep the closeout package, warranty registration and maintenance log organized so the transfer is paperwork, not a problem at closing.

Maintenance is what keeps the warranty alive

Most NDL warranties are voidable if you cannot show the roof was maintained and inspected. This is the quiet reason claims get denied on roofs that are otherwise in decent shape.

A realistic cadence for a Wisconsin commercial roof:

  • Spring inspection, after freeze-thaw season, to catch opened seams and flashing damage.
  • Fall inspection, plus drains and scuppers cleared after leaf drop and before the first hard freeze. Frozen debris at a drain is how ponding turns into a split.
  • After any significant hail or high-wind event, whether or not you see a leak inside.
  • Grease filters and absorbent mats changed on the kitchen's schedule, not once a year.
  • A written log: date, who was on the roof, photos, what was found, what was repaired. Manufacturers ask for exactly that.

Walk pads: cheap insurance you should insist on

The fastest way to ruin a new membrane is foot traffic from other trades. HVAC techs drop tools, set torches down, and drag condenser panels across a roof they do not own.

Put walkway pads at the roof hatch or ladder landing, along every RTU service route, around kitchen hoods, and at anything else that gets serviced quarterly. Then tell your HVAC and refrigeration vendors in writing to stay on them. It is a small line item and it protects the membrane you just paid for.

Solar and rooftop equipment

If an array is anywhere in your five-year plan, deal with the roof first. Removing and reinstalling panels to replace the membrane underneath is expensive, and no array should go on a membrane with under 10-15 years left.

  • Penetrating racking has to be curbed, flashed and welded by a roofing contractor. Have your roofer do the flashings or supervise them.
  • Warranty risk is real. Most manufacturers require written notification before another trade penetrates a roof under an NDL warranty. A solar crew screwing racking feet through your new membrane without that approval can cost you coverage on the whole roof.
  • Ballasted arrays avoid penetrations but add dead load, so they need a structural review, plus slip sheets or protection pads under the trays and attention to wind uplift at corners.
  • Keep the membrane white. Cooler modules produce slightly better, and white surfaces age slower.
  • Spec heavier under the array: 80 mil membrane and a high-density cover board where panels, racking and service traffic concentrate.
  • Review the layout together. Arrays that block drain paths or trap water cause leaks that get blamed on the roof.

Fire and wind ratings your insurer or lender will ask for

Ask for ratings by assembly, not by membrane. Neither TPO nor PVC carries a fire rating by itself.

  • Class A fire (UL 790 / ASTM E108) applies to the whole assembly: deck, insulation, cover board, membrane. Over polyiso, a gypsum-based cover board is often what earns the listing. Ask for the specific listed assembly number.
  • Wind uplift comes from FM Approvals (FM 4470) or UL 580 / UL 1897 testing. Lenders and carriers commonly ask for FM 1-90, meaning 90 psf uplift resistance. Your bid should name the approval and the fastening pattern, including tighter patterns at corners and perimeters per ASCE 7 wind zones. Those zones are where uplift failures start.

Get the assembly numbers on the proposal. At renewal, "it's a 60 mil TPO" is not an answer.

They also look for collateral evidence that dates the loss: dented RTU housings, flattened condenser fins, split vent caps, dinged gutters.

Reflectivity and energy: does a white roof pay in Madison?

A little, but not enough to pick a membrane over. Both white TPO and white PVC start with high solar reflectance and both drop after two or three years of weathering. TPO has a reputation for dirt pickup, though newer formulations have narrowed that gap. PVC generally holds brightness a bit better and washes cleaner in rain.

Madison is heating-dominated. In zone 6 the code does not require a cool roof, and summer cooling savings from reflectivity are modest compared with what above-deck insulation does for you year-round. Buy R-value, not brightness.

Where white earns its keep: buildings with heavy rooftop cooling loads (groceries, restaurants, data closets), and membrane longevity, since a cooler surface ages slower.

Repairs, re-cover, and what core cuts tell us

Both membranes repair the same way, and it is one of the best arguments for single-ply: you weld a patch on. No torches, no hot kettles, no closing the parking lot.

One real difference: heavily weathered TPO can get stubborn to weld after 15 or so years, needing aggressive cleaning and sometimes a primer. PVC generally stays weldable longer, which makes future patching and tie-ins easier.

Re-cover versus tear-off:

  • Code limits how many layers you can stack. The IBC roof re-cover provisions in Chapter 15 (Section 1511 in recent editions), adopted in Wisconsin through the commercial building code chapters SPS 361-366, generally cap you at two total roof coverings and prohibit a re-cover where the existing roof is water-soaked or deteriorated. Ask your inspector which edition applies to your building.
  • If cores show wet insulation, tear off. Wet insulation has almost no R-value and it will rot the deck under a brand new membrane.
  • PVC should not sit in direct contact with asphalt-based roofing. Plasticizers migrate and the membrane degrades. Use a separator sheet or cover board.
  • A half-inch high-density cover board is the best single upgrade for hail and foot-traffic resistance in a state that gets the hail we get.

A pattern we see on Madison-area strip centers built in the 80s and 90s: 60 mil TPO over the original asphalt-and-fiberboard system, field still serviceable, two clear problem zones. Core cuts pull up soaked fiberboard at the internal drain and around the fryer hood, where the membrane has gone soft and tacky. That building does not need a different brand. Permits, scheduling, and staying open

Permits. Commercial re-roofing inside the city generally requires a building permit from the City of Madison Building Inspection Division, and we pull it in our name. Outside the city, it goes through your municipality, and larger envelope changes can trigger state plan review. If you are changing the assembly or adding insulation to meet current code, expect the energy compliance documentation to be part of that submittal. We confirm the requirement with the authority having jurisdiction before we mobilize so nobody gets a stop-work surprise.

Scheduling. Our commercial calendar tightens through summer and fills fast after a hail event, so plan lead time in weeks, not days. If your roof cannot wait, say so when you call. If a full replacement realistically belongs in spring, we will get you through winter with documented repairs: welded patches, reinforced flashings at the worst details, drains cleared, and a follow-up after the first thaw. That is honest interim protection, not a bandage we pretend is a fix.

Staying open. Yes, almost always. Figure 8-14 working days for a 20,000 square foot tear-off and replacement in decent weather. Loud fastening work over dining rooms, sanctuaries and offices goes early morning, after close or on weekends. Adhesive odor gets managed by masking or shutting down make-up air and RTU intakes while we work near them. Kitchen hood shutdowns happen in short coordinated windows around your prep and rush, never all day. We stage the dumpster and lift away from drive-throughs and dumpster access, and we magnet-sweep the lot every evening.

Paying for a six-figure roof

Three things make this easier to get approved.

Phasing. We write the estimate by roof section so you can split it across fiscal years, and we will tell you honestly when a documented repair now plus replacement next cycle is the smarter play.

Financing. Ask us about financing on larger commercial scopes. Spreading the cost is often easier for ownership to approve than a single capital hit, especially when the alternative is repeated repair spending.

Tax and accounting treatment. In general, a full replacement is a capital improvement while a repair can often be expensed in the year it happens, and since 2018 nonresidential building owners have had the option of Section 179 treatment for qualifying roof work. That is a conversation for your CPA, not your roofer, but it changes the math often enough that it is worth having before you decide between repair and replacement.

For a board or a lender, we will package it the way they want to see it: scope, photos, core cut results, remaining service life, options with numbers, and the assembly ratings.

Choose PVC if / Choose TPO if

Choose PVC if:

  • Any cooking, fryer, bakery, laundry, solvent or lab exhaust vents through the roof
  • Rooftop refrigeration oils are in play (grocery, food processing)
  • You plan to own the building 20+ years and want the longer field record
  • Future weldability for repairs and tie-ins matters to you

Choose TPO if:

  • Nothing greasy, oily or chemical touches the membrane
  • The roof area is large and cost per square foot drives the decision
  • You will put the savings into what actually adds life: 60-80 mil membrane, a high-density cover board, tapered drainage and walk pads

That last bullet is the advice we give most often. A 60 mil TPO with a cover board and correct drainage will outlast a premium 80 mil membrane laid over wet insulation with seams nobody probed.

Almost always yes, you stay open. Plan on roughly 8-14 working days for a 20,000 square foot tear-off and replacement in decent weather, longer on a cluttered restaurant roof with a lot of curbs and hoods. The two things customers actually notice are noise (fastening into a steel deck is loud in the room below) and adhesive odor on fully adhered systems. We schedule loud work outside your peak hours, use low-odor or water-based adhesives where the spec allows, shut down or mask make-up air and RTU intakes while working near them, and coordinate short kitchen exhaust shutdown windows with your manager. Only the section we are working on is ever open, and it gets dried in every night.
A competitor showed me a grease-resistant TPO. Doesn't that make PVC unnecessary?
Grease-resistant TPO formulations do exist and they are a real improvement over standard TPO. We still spec PVC where there is cooking exhaust, because those warranties usually come with conditions (defined thickness, required grease containment, documented maintenance, limits on the exposure area) and the field track record is short compared with PVC's decades on restaurant roofs. If a hood-area membrane fails, you are not replacing a filter, you are replacing a roof. PVC also resists a broader range of chemicals and stays easier to weld for future repairs around hoods.
Can I add solar panels later, and will that void the roof warranty?
You can, but sequence it correctly. If your existing membrane has less than 10-15 years of life left, re-roof first, because removing and reinstalling an array to replace the roof underneath is expensive. On a new membrane, penetrating racking has to be curbed, flashed and welded by a roofing contractor, and most manufacturers want written notification before anyone puts a hole in a roof under an NDL warranty. A third-party solar crew screwing racking feet through your membrane without that approval is one of the fastest ways to lose warranty coverage. Does the NDL warranty transfer if I sell the building, and what keeps it valid in the meantime?
Most manufacturer no dollar limit warranties are transferable, but not automatically. Typically you file a transfer request within a set window after the sale (often 30-60 days), pay a transfer fee, and the manufacturer requires an inspection first, with any deficiencies corrected before approval. To keep the warranty valid in the meantime, nearly every NDL warranty requires documented periodic inspections, clear drains, prompt notice of leaks, and no unauthorized work by other trades. Skipping that documentation is the most common reason a claim gets denied on a roof that is otherwise fine.
What does a TPO or PVC roof cost per square foot in the Madison area?
