If you have a flat roof in Madison and it is leaking, the leak is almost certainly at a penetration, a seam, or a drain, not out in the open field of the membrane. That one fact saves owners real money, because a lot of flat roofs that "need replacing" actually need targeted repair and better drainage.
Here is the honest version of the rest: what counts as flat, which systems are worth your money in Wisconsin, real cost ranges, when a coating is legitimate, and how to tell repair from re-cover from full tear-off.
We have worked on low-slope roofs around Dane County since 1979, on everything from warehouse and church roofs to porch roofs on 1920s bungalows near Willy Street.
What Counts as a Flat Roof
No roof is truly flat. In the trade, "low-slope" means anything under 2:12 pitch, less than 2 inches of rise per 12 inches of run. Below that, shingles cannot shed water reliably and you need a membrane system.
Flat roofs here show up in two very different places.
- Commercial and multifamily: retail strips, warehouses, churches, schools, apartment buildings. Big spans with rooftop HVAC, interior drains and parapets. That world lives under commercial roofing.
- Residential: the side nobody writes about. Porch roofs, sunroom and kitchen additions, garage roofs, dormer tops, decks over living space, and mid-century homes with genuinely flat main roofs. That is residential roofing work.
Those small residential low-slope sections are among the most common leak calls we get on otherwise healthy houses. Somebody shingled a 1:12 porch roof because it was cheap, it held six years, and now the ceiling below is stained.
The Flat Roof Systems, Compared Honestly
Four systems make up nearly all flat roofing in Madison today.
TPO (thermoplastic polyolefin)
A white or gray single-ply membrane, heat-welded at the seams. A good weld is as strong as the sheet itself.
Lifespan depends heavily on thickness: 45-mil realistically 15-20 years, 60-mil 20-25, 80-mil 25-30. Installed cost runs roughly $8-$14 per square foot with new insulation. Best for commercial buildings and low-slope additions where reflecting summer heat matters.
Watch out for the welder, not the brand. A cold weld looks perfect on day one and peels in year three. Ask who runs the welder and whether every seam gets probed with a hook.
EPDM rubber
Black synthetic rubber, usually 60-mil, fully adhered, mechanically fastened or ballasted with river rock. The most proven low-slope material in the Midwest and it stays flexible in cold, which matters here.
Lifespan 20-30 years fully adhered, roughly $8-$13 per square foot installed. Great for freeze-thaw, small residential flat sections and roofs with lots of odd penetrations. Seams are taped or glued, so prep decides everything, and old ballasted roofs hide their problems under the rock.
PVC
Installed like TPO but tougher and far more chemically resistant. The right call over restaurant kitchens and any oily exhaust, because grease destroys TPO and EPDM. Roughly 25-30 years, $10-$16 per square foot.
Modified bitumen (mod-bit)
Asphalt-based rolled roofing in two or three plies, torched or self-adhered. Excellent puncture resistance, very repairable, strong on small residential flat areas and anywhere people walk. Roughly 15-25 years, $7-$12 per square foot.
And built-up tar-and-gravel?
Mostly historical. Layers of felt and hot asphalt topped with gravel, still common on older Madison commercial buildings. They lasted, but they are heavy, hard to leak-trace, and single-ply outperforms them per dollar today. One caution: felts, mastics and coal-tar pitch from the 1960s and 1970s can contain asbestos, so we recommend testing before any tear-off is bid, because abatement is a real cost and a real safety issue, not something to discover mid-demolition.

"Can't You Just Coat It?"
Sometimes, yes. A silicone or acrylic restoration coating over a single-ply or mod-bit roof runs roughly $2-$5 per square foot, versus $8-$16 for replacement, and can add 10-15 renewable years. That is a legitimate option when:
- Core cuts or a moisture scan show the insulation is dry
- Seams and flashings are sound or can be reinforced first
- The substrate passes an adhesion test (we do a test patch, not a guess)
- The manufacturer will issue a written restoration warranty on that specific assembly
It is lipstick when the insulation is wet, the seams are open, the mod-bit has weathered down to bare felt, or the roof ponds water. Read the fine print: most coating warranties exclude standing water outright. A coating adds no slope, dries out no insulation, and traps moisture that was already in the assembly. If a salesperson quotes a coating without cutting the roof open or testing adhesion, that is a red flag.
What It Costs, and How People Pay for It
Most low-slope replacements around Madison run about $8-$16 per square foot installed. What moves you inside that range: membrane and mil thickness, insulation, how many old layers come off, deck repairs, tapered insulation to fix slope, parapet and coping work, and access. A dumpster and a boom in a tight downtown alley costs more than a suburban strip center.
One surprise worth naming up front: on a commercial tear-off, energy code generally requires the new roof to meet current insulation R-value, which on a 1970s building can mean noticeably thicker insulation than what came off. That is a code-driven cost, not an upsell, and it also affects curb heights, edge metal and door thresholds. A re-cover sometimes avoids it. We will tell you which situation you are in.
Two honest ways to handle the money:
- Financing. We can point you to third-party financing for exterior projects. Rates, terms and approval come from the lender, not from us, and you should read them before you sign.
- Repair now, replace later. Borrowing is not the only answer. On commercial buildings you can replace by section over two or three seasons. On homes we can often do a sound, warranted repair now and hand you a written replacement scope so you can budget. What we will not do is take repair money for a roof with soaked insulation and let you believe it is fixed.

Can You Convert a Flat Porch or Garage Roof to a Pitch?
Often yes, and on a chronic problem area it is worth pricing. Shingles need at least 2:12 with doubled underlayment, so we frame up sleepers or new rafters to gain slope.
What decides feasibility:
- Where the new height lands. Second-floor windows, siding lines and door headers frequently kill the idea.
- Framing and load path. New rafters need something to bear on. That usually means a permit and sometimes an engineered detail.
- The wall tie-in. Step flashing and a kick-out at the house wall have to be done right or you have traded one leak for another.
Rough budget: 1.5-2.5 times the cost of a membrane on the same area. On a 200 square foot porch, that is often the difference between roughly $6,000-$8,000 for new membrane and $12,000-$18,000 framed and shingled. Sometimes the pitch conversion is clearly worth it. Sometimes a properly detailed EPDM at half the price is the smarter buy. We will show you both.
Why Flat Roofs Fail in Wisconsin Specifically
1. Ponding that freezes. Standing water is bad. Standing water that freezes is worse, because ice expands and pries at seams, laps and drain flanges. Every spring we open roofs where a low spot the size of a kitchen table has become a split.
2. Snow load and drift. Snow drifts deep against parapets and behind rooftop units. Dead weight makes a tired deck sag, sag makes more ponding, more ponding makes more ice.
3. Ice at drains and scuppers. Interior drains and through-wall scuppers freeze first. Once the outlet plugs, meltwater goes sideways and up past flashings never designed to hold standing water.
4. Freeze-thaw seam fatigue. Above freezing by afternoon, below by night, over and over. Glued EPDM seams and cold-welded TPO seams open first.
5. Penetrations. Pipes, curbs, skylights, drain bowls, parapet corners, satellite mounts. The field rarely fails on its own. Details fail constantly, usually because someone used caulk instead of a proper boot and target patch.
Hail and straight-line wind are the sixth. Hail can bruise or puncture a membrane in ways you will never see from the ground, and wind gets under a mechanically fastened sheet and billows it.

Water Is Coming Through Right Now. What Do I Do?
Before anyone can get there, protect the inside.
- Kill power to any light or fixture near the water. Water tracking along framing finds electrical boxes.
- Move furniture, electronics and boxes out of the room and get plastic down.
- If the ceiling is bulging, poke a small hole at the lowest point of the bulge with a screwdriver and put a bucket under it. A controlled drain beats a collapsed ceiling and saves you drywall.
- Photograph and video everything before you clean up, including the bucket, the stain and any damaged contents. That documentation is what an adjuster wants later.
- Keep receipts for tarps, fans and a hotel night if the space is unusable.
- Stay off a wet or frozen roof. Membranes are slick and unforgiving in cold weather.

Repair, Re-Cover, or Full Tear-Off
The decision comes down to one question: is the insulation under your membrane wet?
Repair when the roof is generally sound, the insulation is dry, and the problem is localized. Reflash a curb, weld in a patch, rebuild a drain. Do not let anyone tell you a 12-year-old roof with one bad skylight curb needs full replacement.
Re-cover means new membrane over the old one. Code generally allows recovering over one existing roof covering, but not when two applications already exist and not when the existing roof is water-soaked or deteriorated. One dry layer, usually yes. Two layers or wet insulation, tear-off.
Full tear-off with saturated insulation, a deteriorating deck, two existing roofs, or slope that has to be rebuilt. Wet insulation loses R-value and never dries out. Covering it means paying twice.
We take core cuts in suspect areas and pull an actual sample so you can see whether it squeezes out water, then patch the cut properly. Anyone quoting a flat roof replacement without probing the assembly is selling, not diagnosing. Reroofing generally requires a building permit in the City of Madison and thresholds do change, so confirm current requirements with Madison Building Inspection, or let us pull it and handle the inspection as part of the job.
Chronic ponding is a design fix, not a patch
If the roof holds water in the same spot every rain, no caulk, patch or coating solves it. Slope correction does: tapered insulation for positive drainage, crickets and saddles around curbs and behind parapets, a new drain or overflow scupper at the actual low point, and sump pans so the last half inch leaves the roof. It costs more than a patch. It is also the difference between a 12-year roof and a 25-year roof on the same building.
Insurance, Warranties, and Who Fixes the Ceiling
Insurance pays for sudden, accidental physical damage: hail fractures and punctures in the membrane, a wind-lifted or billowed sheet, peeled edge metal, coping blown off a parapet. Adjusters corroborate hail with spatter marks on rooftop units, vent caps and gravel stops. What gets denied is wear and deterioration: shrinkage, aged seams, ponding damage, rust, and wet insulation from a slow leak you have had for years. Some commercial policies add cosmetic-damage exclusions or pay depreciated (ACV) value on an older roof. We document thoroughly and meet your adjuster on the roof, but nobody honest will promise you a claim outcome before it is inspected.
On warranties, know the difference between a manufacturer material warranty (they send material, you pay labor), an NDL system warranty (labor and material to fix a leak, only when a certified contractor installs an approved assembly), and our workmanship warranty on the installation. If a bidder promises a "20-year warranty," ask which one it is. Coverage is commonly lost to HVAC or sign techs cutting the membrane, foot traffic without walk pads, chronic ponding, and neglected drains.
And the question nobody answers: the interior repair is usually not in the roof quote. Stained drywall, wet insulation and paint are separate scopes. We will price them as their own written line item so you can choose, and if a storm caused it, that interior damage is often paid separately from the roof.
Maintenance That Actually Doubles Service Life
The roofs that reach or beat their rated life are the maintained ones. The roofs that die at 12-15 years almost always had plugged drains, standing water, or nobody looking at the seams.
- Clear drains and scuppers twice a year, spring and after leaf drop. This prevents more Wisconsin flat-roof leaks than anything else.
- Walk the seams and laps annually for lifted edges, open T-joints and corner shrinkage.
- Check every penetration. Cracked caulk at a pipe boot is cheap now and a ceiling repair later.
- Look for ponding 48 hours after rain. Water past two days is a drainage problem.
- Keep traffic on walk pads and cut back overhanging branches.
For snow: plastic shovel or roof rake only, never metal, never a hammer or ice chipper. Leave the last 1-2 inches as a cushion, push snow with the slope and off the nearest edge instead of dragging it across seams, skip rock salt, and do not walk a frozen membrane to reach a distant drain. Deep drifting behind a parapet on an older deck deserves a professional look.
Two Local Examples
A church in Fitchburg had a fellowship hall ceiling that stained every spring and nowhere else. Three contractors quoted full replacement. We took four core cuts: three bone dry, one wet in a 12 by 14 foot area behind a parapet. The real failure was coping and wall flashing dumping water behind the membrane. We replaced the wet insulation, rebuilt the coping and counterflashing, welded in new base flashing, and left the other 90 percent alone. Repair came in around $6,000-$8,000 against replacement bids north of $30,000, and it has been dry through three winters.
A Verona sunroom addition at roughly 1:12 had been shingled by a handyman. The deck was gone along the wall line where shingles had been reverse-lapped. We replaced sheathing, added tapered insulation for real slope, installed fully adhered EPDM with a termination bar and counterflashing at the house wall, and tied in a kick-out. About 200 square feet in the $6,000-$8,000 range because of the decking. We quoted the ceiling drywall, insulation and paint as a separate optional line so the owners could decide whether to bundle it or handle it themselves. They bundled it. We publish brackets rather than exact contract figures because every roof's access, deck condition and layer count are different, and a precise number from someone else's roof would only mislead you about yours.
