Multiple plies
Layers of reinforcing felt are bonded with bitumen into one membrane. If one layer is compromised, others still protect, that's the redundancy BUR is known for.
Tough surfacing
A top layer of gravel or a reflective cap shields the membrane from sun and foot traffic, taking the wear so the waterproofing layers don't have to.
